USPS And APWU Reach Tentative Agreement On Four-Day Workweeks

The APWU and the Postal Service have been meeting periodically at the headquarters level and have finally reached a tentative agreement on a method that will allow for locally-negotiated four-day workweeks.

“We have been pushing for a modified-workweek agreement seemingly forever: The first pilot programs were in 1994.”
 
The sticking point of the negotiations was the need to come up with a method that would allow for as many flexible work schedules as possible, which necessarily would have to be implemented on a facility-by-facility basis.

The agreement was set to be finalized the first week of October, with some local parties authorized to negotiate immediately..

We have been pushing for a modified-workweek agreement seemingly forever: The first pilot programs were in 1994. The 2000-2003 APWU-USPS Collective Bargaining Agreement — as well as a contract extension ratified Aug. 5, 2005 — also provided for the establishment of “modified workweek” pilot sites, with employees selecting work schedules of four 10-hour days.

Employees who want overtime may from time to time work a five-day schedule.
 
The pilot programs the last two years were frequently stymied and stalled by Area-level managers who restricted the pilots to a very limited number of post offices and areas within post offices.

This should be a giant step into the future for many postal employees. Changing a full day of work to a full day off for employees will dramatically change lifestyles. A side benefit of the elimination of a full day of work each week is that it reduces the amount of time workers spend getting to and from their jobs, which can only diminish congestion on the roads and help save energy. That’s a win for employees, the Postal Service, and our nation as a whole.

Employees who go on a modified workweek will work 10 hours a day straight time, and will receive penalty pay when they work more than 10 hours in a shift. Workers who like to work overtime should realize that while some straight-time hours and overtime hours will be available, if a sufficient number of employees choose a modified schedule — which is expected — overtime will be possible by working a fifth day.

Employees who want overtime may from time to time work a five-day schedule, but will forfeit their “third day off” in such weeks. Some employees who work the four-day schedule will not necessarily have the third day off consecutively with the other two.

  20. not worried about traffic congestion – bike to work at 2:45 a.m. (seven miles each way) end tour at 12:00 traffic not too bad on way home also. the workday for me is done in 8 hours. meeting the trucks, manual flats sortation and finishing with UBBM. a 10 hour work day would rarely be needed where I work, and comparatively speaking for my area, we get quite a bit of mail.

  26. As stated above, if the three days off are not consecutive, that odd day off is useless. Especially working tour one. If this is something management is pushing, it’s no good for the clerks. I can see it now, you lose your weekends off bid job, you now have Saturday, Tuesday and Thursday nites off. See if that doesn’t screw your life up more working tour one. (Especially since you have no hope of ever getting a job on tour two, since management is eliminating all tour two positions in the plants).

  36. if this goes through it will probably be that you will have 2 consecutive days off (connected to a weekend) and then the day 3 will be separate. i believe this is the way it was to be in the original discussions and i don’t see it happening with a third consecutive day. what it will do is virtually eliminate T1 is the form it is today. i am not sure how it would affect customer service offices in regards to window operations, as there are windows where staffing is scarce and the long lines are incredible.

  56. Article 34 directs our conduct in the work place. Again this is a union. We do have Work Standards that protect us from burnt out knees, etc. This will work for the majority of our brothers and sisters.

If one already has been maintaining a level of fitness through their life, knee problems should not be an issue…after 8 hours of work, I come home and work in my garage or my barn on one of my cars, bikes, atv’s or other piece of equipment for at least 3 more hours…in all, 11hrs on my feet.. knee problems..nope..back problems..nope..but then again, at the ripe old age of 47 I am fit. 30 years of snow skiing, 40 years of dirt bikes, 25 years of mountain biking, 22 years of SCUBA diving, 30 years waterskiing, including tournament level competetion…many postal workers need to get off their fat butts and get into better shape. Bring on the 4×10’s…!!

  78. don’t want to see SEPA’s athletic workout schedule, good for her/him, not everyone is 47 and can get off their butt to go bike riding etc. some people don’t have the time to snow ski. instead of getting off his/her butt, he/she should get off the pedestal and not judge others. i work with plenty of people who have bad hearing, backs and feet and i’ve only been there 22 yrs. it has taken a toll on me too. We have District Offices filled with people in imagined jobs, and they soak up larger salaries, bonuses, and other perks like per deims for unnecessary travel – plenty of it – and stays in high-dollar hotels like the Residence Inns and Embassy Suites. A friend of mine at the Business Center makes $85,000+, and flies his family around on frequent flier miles racked up as an employee! Management is sucking the PO dry…leave us workers alone for a round!

    Think about it this way…

    You want to take a 3 day weekend now with your 5×8? That’s 8 hours of leave you have to burn, right?

    With 4×10 you don’t burn any leave to get 3 day weekends EVERY WEEK!

    If you need 4 days off now with 5×8, you have to burn 16 hours of sick or annual leave, right?

    But with 4×10, you only need to burn 10 hours to get 4 days off!

    Now if management is smart, and they aren’t, they will avoid splitting offdays as much as possible because many employee’s will sick out to “bridge the split”, if you know what I mean. :~p

    I work 4×10’s in the private sector and I hated it the first 2-3 weeks. But about a month into it, my body and mind adjusted to the 10 l-o-n-g hours (at my old postal “quitting time” it is now only 2nd break). Now I wouldn’t trade it for anything! I don’t even notice the extra two hours each day anymore.

    Of course my three days off are consecutive and I had to learn to not spend extra money on the extra day off… but I believe many who oppose 4×10, even after trying them for a few days will grow to love the 4×10 schedule over 5×8.

    The biggest issues I see out here with 4×10 are child care and daycare issues for the younger folks and schedule conflicts for those trying to continue their education. Split offdays might work well for some college courses if the days were split the way you need them. Otherwise, 4×10 appears to be harder coordinate with some college and tech school class scheduling.

  98. Personally I like the the idea of 4-10. But I’d hope it’s optional, I would prefer 3 days consecutively. I disagree w/Omaha that a third day off would be useless if it’s not consecutive. As far as the health comments go, many of those in poor health are at fault for having neglected their own physical fitness. Anyway, I hope this will also apply to maintenance and I am intrigued by the idea, but as always the devil is in the details.

    That is a great schedule for many people who don’t have to commute very far. It would allow many to take full time or near full time school class loads, it solves many daycare issues and it could potentially increase “family time” for many.

    But the main benefit I see 7×6’s would be to make Tour-I much easier to tolerate for people like me. The same sleep schedule every day plus fewer hours of having to try to “stay awake” with more off-duty hours each day available for sleeping and/or napping. 7×6 for Tour-I would be the ultimate complement to 4×10’s on Tour-II and Tour-III and would make Tour-I far more productive as well.

    But I used to work with several coworkers who drove over 60 miles EACH WAY to work! Yikes! That’s allot of gas to pay for each week! Better get a VW diesel that actually gets over 40+ mpg on the highway!

    But I digress… the important thing I remember about life at the P.O. was anything that would benefit craft workers would be opposed by management, the unions and your fellow employees. Thanks for reminding me how much I don’t miss the place! And for reminding me to have empathy and compassion for all my friends and relatives who still work there.

There were many non-believers, but in the end it has worked well and has now become permanent. You bid on the hours you like and coverage has increased.

Yet you bitch like the Postal service owes you a living. 95% of you A**Holes wouldn’t last 1 month in a job where you have to show up and WORK. You have no problem working 12 hrs a day 6 days a week as long as your getting paid overtime. But allow a system to go into place that makes sure you still have a job in 10 years and you cry like bitchs. Face the facts the only difference between you and the CEO’s is the zero’s on the pay check. All you care about is what i can get and screw the rest. Most of you are not members anyway just riding the coat tails of the rest of us. If you so smart on how to run the service then move into management and show us how its done. But wait that would meen you would have to think and do something while on the clock. It would cut into your sleeping in the locker room and playing cards all day. Th best thing about this is that all of you who bitch wouldn’t leave the post office to work anywhere else. And you know why. Plus you wouldn’t hire 98% the people you hang with if you owned a company.
    Just one final thought, Theres and old addage that states. Those who complaine about how other live and work are only pointing out the flaws in their own lives.

    How do the 12 hour bids work? That’s only 36 hours in 3 days per week. I would LOVE that! But I am worried that working less than 40 hours would cause lots of problems with benefits and and your sick and annual leave amounts earned.

    I would have gladly given back 4 hours of pay to get 4 days off every week (or 3 days off with a day of O/T).

    Please tell us more about the 12 hour bids and how they work!

  126. How would this affect the legit workers with medical conditions. I have a medical condition, that causes me to tire easily, Its called MS I do not take time off because of it, but after 8 hrs. I’m dragging. If the work schedule becomes a 4/10 without a choice, can you imagine the workers who will have major problems with management? Can anyone give me some facts if this is already a problem in plants?

    If you work the 12 hour shift, you come in one day during the two week pay period and work an 8 hour day to cover the missing hours. Most who work this shift work Fri,Sat and Sun.

Most postal workers wouldn’t make it in the real world. FMLA,work-comp, and much more wouldn’t be tolerated. And the 2 breaks you’re allowed would be it. People complain about being on their feet- well don’t stand in the smoke room for 20 min 10x’s a day. That right there is more than the two hours extra you’d be working. So the extra time you’re at work-just smoke more and don’t cry about it.

  138. Please give statistic of the international success of a four day week. Most of all emphasize a plan to let employees provide “JOB” sharing duties so, that all will be able to get the four days off together. This means Friday and Mondays will be shared as days off for these employees. This way there is no interruption in job performance and productivity.

  140. I agree with some of the other comments in that as a Tour 1 employee if the days off are not consecutive it wouldn’t do us much good. If it’s just an extra day off later in the week it really doesn’t seem like a day off at all. Other than that I’m all for a 4/10 work week. While in the military for a while we did 3 days on, 3 days off 12 hour shifts. That wasn’t to bad either. By the time you got sick of the 12 hours it was your time for your days off.

I can’t control who sits in the breakroom for and hour and a half playing cards, but I CAN be willing to consider new ideas and a new schedule. We all need to realize that the so-called “good old days” don’t exist anymore. None of us will have the hours and lifestyle we prefer if we are ALL OUT OF WORK!!!
    Stop complaining and be willing to try something new. If it helps bail out the USPS, then WE are the ones who benefit by having somewhere to retire from. I know there are so many other problems like you have all talked about, but this scheduling thing is one of the only things we can participate in that might help matters.

    Why? He is leading by example. The reason for adding all the VP’s is simple, so that headquarters can make the transition to 10/4’s before they transition craft workers to 4/10’s.

    Some may ask, “What is a 10/4 schedule”?

    The answer is ten days a month, four hours a day. Of course this is more of an objective or a goal than it is a requirement. But everyone at all levels should be willing to make some sacrifices and additional contributions, at least until the agency is back on solid financial ground. Did I mention that time in gambling casinos no longer counts as work hours, although time on the golf course with fellow HQ personnel still does?

    See, even headquarters is buckling down and getting serious.

  150. I think this would be a great thing. I have worked 10 hr. days on over time for a year at a time and it did not kill me (I am 60 years old). I think that if we had a rotating 3rd day off it could then be consecutive at times and this would be a great thing.I would sure like to try it in our VMF.

  154. Our steward here says all jobs would be reposted.Is this scare tactics to keep overtime? Is this true?? Our Union officers here only care about their overtime, not concerns of the other members. Reposting is not mentioned in the press release.

To all who tell us to get off our fat butts and get in shape.I was in great shape until I started working for the PO.If your a BUM you won’t hurt yourself because most likely you have your nose up some supervisors ass some where not doing any work.(THOSE WHO ARE HARD WORKERS GET THE ROYAL SHITTY END OF THE DEAL) they would rather dog a worker than ask a bum to do anything,because they know it’s not getting done,so yes a 3day off schedule could really do a real PO worker some good.
    WHOEVER CLAIMS WERE WINERS MUST EITHER BE SUPERVISORS OR ASS KISSERS.

  164. i’m in favor of this idea! it’s ideal for employees who live in the boon docks. (far away, like more than 40 miles away) that extra day would save alot of wear and tear on yourself and your car. I’ve been driving this kind of mileage for more than 15 years.

  166. My superiors in Des Moines have trouble just scheduling their next shit let alone 4/10 hr days. This will just create a mess. Wait till prime time comes around and see.

  168. I have 31 years in as of DECEMBER – 2008. This program would most definately extend my time to 41 years/ 11 months. That means that I would receive the maximum, 80% retirement. I have weekends off right now, split the work week with a drop day, that works for me. I realize I would lose my O.T. but I don’t rely on it, so I would just go out and cut grass or officiate more football, basketball and baseball games for our local high schools. This would make up for my lost O.T. I say, “give it a try”, however, it seems to good to be true.

All most of you do is complain about working at the PO. quit! then you can complain about your NEXT employer! worried about losing your overtime?, you should not have based your budget on it and It’s better than losing your job !!!   188. I am doing 5/10 with a split. I am for 4/10 but it’ll never happen in my office of 4! I think m-f is the best bet all around. everybody gets sat-sun off! everybody! 2 days off in a row wow! I would jump on that train!

    reached with management is an indication just exactly where their priorities are for their members. more time off. hey fellas concentrate on the fact that clerks are losing their jobs to
    supervisors, and of course light duty carriers.how about getting the duties back that the clerks have lost. such as ams, timekeeping, accounting reports that involves mail measurement,and many more too numerous to name. it sounds to me like they are helping management reduce the already low complement of the clerks.
    the decision of a four day work week is nothing but appeasement. get our jobs back. file a class action grievance and stop playing games by
    telling stewards to file for each complaint. can the union at the national level not smell the
    roses? or it the fix in.

  194. all you naysayers. it will be negotiated locally. go to a union meeting and tell your reps what to negotiate. build a member subcommittee at a union meeting to hammer out some ideas and present them for the october 4/10 negotiations. bitch, bitch, bitch. APWU has been working on 4/10 for over 15 years. Don’t you people pay attention to anything other than your personnal space??
